After upgrading to Enterprise Reporter 2.x, the Configuration Manager is not responsive (121997)

After an upgrade to 2.x, the Configuration Manager is not responsive when it loads. Cannot click on any links. It has to be forcefully closed by using the Task Manager and ending the task.
